Neighbors Point HAWK Traffic Signal Project

During Wednesday night's meeting, the Board of Trustees approved a resolution to enter into a construction contract with Lumin8 Transportation Technologies, LLC for the Neighbors Point High-intensity Activated crossWalK (HAWK) Signal Construction. This project is Phase II of the Neighbors Point Traffic Calming project.

The locations for the HAWK Signals are  near Neighbors Point Subdivision.:

  1. Sable Ave and Buffalo Street
  2. Birch Street and Monarch Drive/Neighbors Parkway

The Board of Trustees identified the area surrounding Centennial Elementary School in the Neighbor's Point Subdivision as an area of concern regarding pedestrian and traffic safety. The Town has been working with the Neighbors Point HOA and St. Vrain Valley School District to address these concerns. In January 2024, Town Staff recommended three phases of construction based on funding availability to improve these concerns. 

The first phase of improvements is complete, including new signage and striping improvements: 

  • On the north side of Neighbors Parkway, there is a new "Hug and Go Lane" with signs and street striping. 
  • New stop signs at Neighbors Parkway and Bluegrass Street.
  • No parking/stopping is allowed on the south side of Neighbors Parkway.


Future Phases

  • Phase III - Curb Extensions/Bulb-Outs on Neighbors Parkway will be considered once Phase I and II are completed and their effectiveness can be evaluated.

WCR 20 Bridge Construction Contract Approved

During Wednesday night's meeting, the Board of Trustees approved a resolution for construction services to replace the bridge structure at Weld County Road 20 over the Coal Ridge Ditch. The work will include replacing the existing bridge with a concrete box culvert (CBC). This project has been made possible by a grant from the CDOT Off-System Bridge Program Grant.

Construction is expected to begin in early 2025 and be completed by Spring 2025. Weld County Road 20 will be fully closed for a large portion of the construction. Once finalized, a schedule and detour route will be provided.

Past Timeline for the Project

  • In October 2022, the Town applied for the CDOT Off-System Bridge Program Grant for the construction phase of the bridge replacement located at Pine Cone Ave (WCR 20) and Coal Ridge Ditch. 
  • In February 2023, CDOT'S Special Highway Committee awarded the Town a grant for $912,970.00. This grant includes $730,376.00 in federal funds with a $182,594.00 local match (80/20 split) to be used for the completion of the construction phase of the bridge replacement project.
  • In March 2023, the Board approved the Bohannan Hutson, Inc. design contract for professional services necessary to design and deliver complete Construction Documents. 
  • In August 2023, the Board approved an agreement) with CDOT to define the project scope, project responsibilities, detailed funding amounts, and payment obligations.
  • In November 2024, the Board approved a resolution for construction management services for the Weld County Road 20 Bridge Replacement Project with JUB Engineering to perform construction management services for the Weld County Road 20 Bridge Replacement Project.

Community Survey Contract Approved

During Wednesday's Board of Trustee meeting, the Board approved an agreement with Policy Confluence, Inc. (Polco) to conduct a National Community Survey in Firestone next spring. In January, the Board will further discuss the timeline, any custom questions desired, and the complete process. 

The Town last conducted a National Community Survey in 2023, and the best practice is to conduct one bi-annually. The survey results are a powerful tool for helping guide the Firestone Board of Trustees policy direction and prioritize projects within the Town.
