The Central Firestone District Development Plan Adopted

After a Public Hearing, the Board of Trustees approved Resolution 25-89, approving the Firestone Downtown Development Authority Plan of Development.  As required by State statute, the formation of the Downtown Development Authority (DDA) must be accompanied by the adoption of a formal development plan outlining the objectives, boundaries, financing mechanisms, and proposed improvements for the designated area.

The Development Plan is the roadmap for the DDA’s activities, as the formation of a DDA provides the Town with essential tools, such as Tax Increment Financing (TIF), to facilitate investments in public infrastructure, community amenities, and economic development that can be used to support:

• Public infrastructure improvements
• Community amenities
• Private investment and economic development

The Development Plan was presented and approved by the Firestone Planning & Zoning Commission on July 17, 2025, and was approved by the Downtown Development Authority during their first meeting earlier in the night on August 13, 2025.

Ballot Questions Approved for November 4^th Election

During the Wednesday night meeting, the Board of Trustees approved Resolution 25-90, calling for an election to be held on November 4, 2025. The purpose of this election is to submit TABOR ballot questions to the eligible electors of the Firestone Downtown Development Authority (FDDA). The ballot questions seek authorization for the FDDA to collect, retain, and expend revenues.

Approval of the measures ensures the FDDA has the financial flexibility to reinvest revenues into downtown redevelopment, infrastructure, and community enhancements consistent with the Development Plan and goals of the Authority.
