Arbor Day Proclamation

During Wednesday night’s meeting, Mayor Conyac read the Town of Firestone’s first Arbor Day proclamation. This year, the Town of Firestone is planning its inaugural Arbor Day celebration. As part of the event, the town will distribute 50 trees to residents and host an event on Saturday, April 18, at the Firestone Regional Sports Complex. More details about the event will be shared soon.

Windish R V Center ODPA Approved 

After a public hearing during Wednesday night’s meeting, the Board of Trustees approved Ordinance 1075, which amends the New Vision – Johnson RV Outline Development Plan. The property, Windish R V Center, is located along the East I-25 Frontage Road between Sable Avenue and Firestone Boulevard. Since the initial ODP was approved in 2013, the Firestone Development Code (FDC) has been updated to meet the Town's current needs. Windish R V Center plans to build a new building for RV storage, prompting this ODP Amendment (ODPA). This ODPA is required to ensure the property complies with the updated FDC regulations before submitting a Final Development Plan. The property's current use will remain unchanged with the approval of this ODPA. Because this application involves non-residential use, the next step will be a Non-Residential Minor Plat, which includes a Public Hearing, followed by an administratively approved Final Development Plan. 

Via Mobility Agreements Updated

During Wednesday night’s meeting, the Board of Trustees approved three separate actions related to Via Mobility Services. Resolution 26-22 approved amendments to the Town's Agreement with Via Mobility Services for transportation services. These amendments include: 

  1. Extending the agreement term to March 18, 2027
  2. Updating the hourly rate to $100/hour
  3. Revising the Statement of Work to include resident eligibility for youth riders with disabilities and low-income residents
  4. Expanding the service area to include Frederick residents, in addition to Firestone and Dacono residents. Frederick will reimburse Firestone for their share of rides, according to a separate Reimbursement Agreement.

Resolution 26-23 approved a reimbursement agreement with the Town of Frederick to reimburse Firestone for rides taken by Frederick residents under Firestone's transportation services agreement with Via. Frederick will reimburse Firestone monthly for the percentage of rides taken by Frederick residents relative to the total rides.

Finally, Resolution 26-24 approved an amendment to the Reimbursement Agreement with the City of Dacono for Via Mobility Transportation Services. This update is necessary to incorporate changes made in the Firestone-Via Mobility Agreement for Transportation Services. These changes include increasing the service rate, updating rider eligibility criteria, and adding Frederick residents to the service.

Contract for Sagebrush Park Playground Replacement Approved

During Wednesday night’s meeting, the Board of Trustees approved an agreement with Altitude Recreation Inc. for the replacement of the playground equipment at Sagebrush Park, located in the Sagebrush subdivision.

The current playground equipment at Sagebrush Park is nearly 20 years old and has reached the end of its useful life, with areas beginning to rust, materials weakened, and outdated design features. The new equipment will meet current safety regulations and provide inclusive play opportunities for children of all abilities. 

More information about scheduling and closure dates will be shared once the schedule is finalized.  

United Power Franchise Agreement Approved

During Wednesday night’s meeting, the Board approved Ordinance 1074, authorizing a new Electric Franchise Agreement between the Town of Firestone and United Power, Inc., granting a non-exclusive franchise for the provision of electric service within the Town. The ordinance also repeals and updates Chapter 13.24 of the Firestone Municipal Code to align with the new agreement. The Ordinance passed first reading at the February 18, 2026, Board of Trustees meeting. Approval of the Ordinance includes the following:

  • Grants United Power a non-exclusive franchise to furnish, sell, transmit, and distribute electricity within the Town.
  • Authorizes United Power to construct, operate, maintain, and extend electric infrastructure within public rights-of-way and Town property.
  • Sets the terms, conditions, and duration of the franchise through the Electric Franchise Agreement.
  • Repeals and updates the existing municipal code chapter governing electric franchises to reflect the new agreement.

The Board of Trustees appreciates the strong partnership with United Power and acknowledges the efforts of both parties to complete this agreement. The Town looks forward to continuing collaboration to serve the community.
