Hello Firestone Residents!
In this issue of the Firestone Voice, I’d like to introduce two important municipal terms: “Statutory Town” and “Home Rule.” These terms describe the framework under which a municipality governs itself.
STATUATORY TOWN
Firestone is currently a Statutory Town, meaning we operate under the authority of Title 31 of the Colorado Revised Statutes. Statutory municipalities have only those powers expressly granted by state law, and those powers are strictly interpreted by the courts. If authority is not clearly granted, the Town must seek approval from the General Assembly — a process that can be lengthy and uncertain. Even when authority exists, state law often dictates not only what a statutory municipality may do, but how it must do it.
In my view, the statutory model works best for communities with populations under 10,000, where reliance on state structure and financial limitations is more practical. As a town grows, greater local control becomes increasingly important.
HOME RULE
Home Rule in Colorado is authorized by Article XX of the Colorado Constitution. It allows voters to adopt a municipal charter, giving the town authority over local and municipal matters. Unlike statutory towns, home ruled municipalities derive their powers from their locally adopted charter and ordinances. This structure provides greater independence, flexibility in legislating local issues, and protection from state interference in matters of purely local concern.
Given recent legislative efforts affecting local land-use control, I believe it is time for Firestone to begin the discussion about starting the process of exploring Home Rule. I emphasize “begin the discussion” because this is a significant undertaking. The process would require substantial work from the Town Board, staff, and especially residents, as a citizen-led charter committee would play a major role.
I encourage you to thoughtfully consider this topic. A community poll will be shared soon to gauge interest in pursuing this path.

To help address ongoing congestion and safety concerns at the intersections east of I-25 on Firestone Boulevard, the Town of Firestone has partnered with the Colorado Department of Transportation to implement additional improvements.
The 2026 budget includes a widening project that will extend the westbound left-turn lane onto southbound I-25 and add a lane to improve access to the northbound I-25 on-ramp, easing traffic flow and improving safety.
Construction is scheduled to begin February 16 and continue through summer 2026, weather permitting. Most work will occur overnight (7 p.m.–7 a.m.) to reduce daytime impacts. Temporary traffic changes, including a short-term closure of the northbound I-25 slip ramp, will be clearly marked.

In February, the Firestone Police Department’s Property & Evidence Room received accreditation from the International Association of Property & Evidence (IAPE) — the gold standard for evidence management. The year-long process included extensive policy review, on-site assessment, and follow-up evaluations, highlighting the department’s commitment to transparency, accountability, and best practices.
Firestone is only the third agency in Colorado — and one of just 18 worldwide — to earn this distinction. The achievement was made possible through the dedication of our Property & Evidence Technician, Denise Mathews. Congratulations!
Welcoming New Businesses and Neighborhoods to Firestone

Firestone businesses can access free and low-cost support through the Small Business Development Center Serving East Colorado in partnership with the Town of Firestone and regional partners.
Confidential, no-cost one-on-one advising is available Tuesdays from 9–12 p.m. at the Local Business Collaborative (501 Walnut St., Frederick), with virtual options also offered.

Starting in March, the Town of Firestone is offering two water-saving programs to help residents reduce outdoor water use.
Garden In A Box provides professionally designed, low-water perennial kits that use far less water than traditional turf and include easy plant-by-number maps. Residents can receive up to $25 off. The sale begins in March, with garden pickup available in May and early June.
Through a partnership with Resource Central, eligible residents can also participate in the Lawn Replacement Program, with lawn removal services available for just $1 per square foot (up to 425 square feet).

Dispose of unwanted household debris at the Firestone Maintenance Facility during two designated Clean Up Day weekends. To help manage traffic, participation is scheduled by neighborhood.
Each utility account is eligible for two free loads during its scheduled weekend. Additional loads are $20 (cash only). All loads must be covered, and proof of residency is required (utility bill or ID). This event is for Firestone residents only; commercial waste will not be accepted.
